ICPR2020: New opportunity for authors to get two rounds of review

Thanks to the shift in the conference scheduling, we decided to offer 
authors the opportunity to submit their papers in a two-round review 
process. If you submit the paper by April 15th, you'll participate in 
the two-round process.
Authors whose papers are not accepted in the first round can be 
encouraged to revise and re-submit, thus enabling the authors to address 
reviewers' concerns and improve their work for a second round review.
In addition to resubmissions, new submissions can be submitted in the 
second round (without rebuttal). The second round deadline will occur in 
July.
